COAG NFP Reform Working Group

Terms of Reference

As announced by the Prime Minister, Assistant Treasurer and Minister for Social Inclusion in the joint press release of 13 April 2012, the Council of Australian Governments (COAG) have agreed to endorse the Terms of Reference and 2011-12 Work Plan of the COAG NFP Reform Working Group.

These documents set out the scope and operation of the Working Group as well as a number of preliminary milestones for the first year of operation.

The start dates in the 2011-12 Work Plan for the ACNC and the 2011-12 Budget measure to better target NFP tax concessions reflect the position as of November 2011 and do not take account of the Government’s recent decisions to extend the start dates for both measures. The new extended start dates will be reflected in the 2012-13 Work Plan which is currently being developed.

Consultation

On 25 January 2013 COAG released a consultation regulatory impact assessment (RIA) examining ways to reduce regulatory duplication between the proposed Commonwealth governance and reporting standards and existing State and Territory requirements.  The focus of this consultation RIA is the extent of regulatory duplication for entities currently regulated by both the Australian Charities and Not-for-profits Commission (ACNC) and state/territory regulators.

Submissions

The public is invited to make submissions on the RIA.  The closing date for submissions is 21 February 2013.
