Abstract: |
Assistant Treasurer and Minister for Competition Policy and Consumer Affairs, Chris Bowen, today released exposure draft legislation and commentary for the Carbon Pollution Reduction Scheme (CPRS) Fuel Tax Adjustment Arrangements. Building on the White Paper, Carbon Pollution Reduction Scheme: Australia's Low Pollution Future, released on 15 December 2008, the exposure draft legislation sets out the 'cent-for-cent' excise reduction that will offset the impact of emission pricing on all fuels currently subject to the general rate of 38.143 cents/litre. The exposure draft legislation also sets out how the Government will provide transitional assistance to the agriculture, fishing and heavy on road transport industries through a new ‘CPRS fuel credit’ scheme. As LPG, LNG and CNG are substitutes for petrol and diesel but lie outside the fuel tax system, to maintain neutrality between these fuels and petrol and diesel, the exposure draft legislation also provides a CPRS fuel credit to LPG, CNG and LNG. The Government believes it is important to ensure that all interested parties have the opportunity to comment on the exposure draft legislation and its effectiveness in delivering the White Paper's policy positions. The Government is seeking submissions on the exposure draft legislation by close of business Monday 20th April 2009. Interested parties are invited to comment on the terms of the exposure draft legislation and its effectiveness in delivering the White Paper's policy positions. While submissions may be lodged electronically or by post, electronic lodgement is preferred. For accessibility reasons, please email responses in a Word or RTF format. An additional PDF version may also be submitted. All information (including name and address details) contained in submissions will be made available to the public on the Treasury website unless you indicate that you would like all or part of your submission to remain in confidence. Automatically generated confidentiality statements in emails do not suffice for this purpose. Respondents who would like part of their submission to remain in confidence should provide this information marked as such in a separate attachment. A request made under the Freedom of Information Act 1982 (Commonwealth) for a submission marked 'confidential' to be made available will be determined in accordance with that Act. Closing date for submissions: Monday 20 April 2009 Address written submissions to: Email: exciseconsultation@treasury.gov.au. For inquiries, please call Brian McKay (02) 6263 2035 |
