Executive Director, ipac securities

Paul Clitheroe is a director of ipac securities, a company he helped establish in 1983. ipac manages more than $12 billion dollars for clients and is a wholly owned subsidiary of AXA Asia Pacific Holdings. Paul was host of the Channel 9 Money program since its inception in 1993 and continues to present Money stories on A Current Affair. He is also chief commentator of Money magazine. In February 2004, the Federal Government appointed Paul as Chairman of the Consumer and Financial Literacy Taskforce. This Taskforce established a national strategy to improve the financial skills of all Australians.

Mr Brian Hartzer

Mr Brian Hartzer

Group Managing Director - Personal Division, ANZ

Brian is Group Managing Director of ANZ’s Personal Division which primarily serves ANZ’s retail customers in Australia and the Pacific. Prior to this Brian was Managing Director of ANZ Consumer Finance where he was responsible for credit cards, merchant acquiring and personal loans. Before joining ANZ, Brian was Vice President and head of the San Francisco office of First Manhattan Consulting Group. During his 10 years with First Manhattan, Brian consulted with major banks, credit card companies and brokerage firms. Brian is a Director of Metrobank Card Corporation (a joint venture between ANZ and Metropolitan Bank & Trust Corporation in the Philippines), a Director of the ANZ Staff Foundation, a Director of the Visa International Asia Pacific Board, and Chairman of Save the Children Australia. He holds a Bachelor of European History (highest honours) from Princeton University and is also a Chartered Financial Analyst.

Secretary to the Treasury

Ken was appointed Secretary to the Treasury in April 2001. He is ex officio member of the Board of the Reserve Bank of Australia and the Board of Taxation. He is Australia’s Alternate Governor at the International Monetary Fund. Ken’s previous positions include executive director (deputy secretary) of Treasury’s economic group, head of Treasury’s taxation policy division, and minister (economic and financial affairs) in the Australian delegation to the OECD. He was a senior adviser in the office of the Treasurer from 1986 to 1991. Ken has a PhD in economics from the University of Canterbury (New Zealand), where he lectured for some years before rejoining the Australian Public Service in 1984.

Michael Jenkin

Mr Michael Jenkin

Director General of the Office of Consumer Affairs at Industry Canada and the Chair of the OECD Committee on Consumer Policy.

Michael Jenkin is currently Director General of the Office of Consumer Affairs at Industry Canada and the Chair of the OECD Committee on Consumer Policy. He has held a number of senior positions in the industry department including: Director General of Strategic Planning and Corporate Development in the Operations Sector; Director General, Strategic Policy and Consultations; and Director of Economic Development Policy in the Industry and Science Policy Sector. He has also worked for a number of other federal departments and agencies including the Ministry of State for Economic and Regional Development and the Federal-Provincial Relations Office and has served as a Science Adviser with the Science Council of Canada.

Michael obtained his Bachelor’s degree (Honours) from Trent University in 1972. He also pursued graduate studies at the University of Manchester on a Commonwealth fellowship where he received an MA (Econ), and PhD in government. He has written a number of articles and books on federal-provincial relations and on industrial policy.

Chief Executive, Choice

Peter Kell is the Chief Executive Officer of Choice, Australia’s leading consumer organization, and the publisher of CHOICE magazine. Prior to joining Choice, Peter was Executive Director of Consumer Protection and NSW Regional Commissioner, at the Australian Securities and Investments Commission (ASIC). Peter joined ASIC in 1998 when it was given significantly expanded consumer protection jurisdiction, and was responsible for ASIC’s approach to consumer protection regulation in the financial services sector. Peter’s area developed and implemented successful regulatory campaigns in areas such as mortgage broking and financial planning, built ASIC’s widely recognized consumer education and financial literacy programmes, and developed policy and approval standards for consumer dispute resolution schemes. Peter was also responsible for establishing ASIC’s Consumer Advisory Panel.

Parliamentary Secretary to the Treasurer

Chris Pearce was appointed Parliamentary Secretary to the Treasurer on 26 October 2004 with portfolio responsibility for corporate governance, financial services, financial markets and consumer affairs. Chris holds the Federal Seat of Aston in outer metropolitan Melbourne and has held this seat through two subsequent general elections. In 2004 he achieved a swing of more that 7 per cent, securing over 63 per cent of the two candidate preferred vote. Prior to entering the Parliament, Chris spent 21 years in senior business roles in the music, communications and IT industries.

Bernard Salt is a Partner with KPMG Australia based in Melbourne and heads the firm’s Property Advisory Services group which provides demographic and consumer trend advice to business. Bernard occasionally writes for The Age and the Business Review Weekly. He regularly appears on television programs such as Today Tonight, A Current Affair, Today Show, Sunrise, 60 Minutes, SBS Insight, Sunday, Business Sunday and others. He frequently contributes to radio programs and to newspaper and magazine articles in all Australian States and New Zealand. Bernard is a Fellow of the Australian Institute of Company Directors. 

Mr Graeme Samuel

Chairman, Australian Competition and Consumer Commission

Graeme Samuel commenced as Chairman of the ACCC in July 2003. His professional career has spanned the fields of law, investment banking and, since the early 1990s, a number of roles in the public service relating to sport, the arts, health, business affairs and competition policy. Graeme was President of the National Competition Council and the Australian Chamber of Commerce and Industry, Commissioner of the Australian Football League, Chairman of the Melbourne & Olympic Parks Trust, the Inner & Eastern Health Care Network and Opera Australia, and a Board member of Docklands Authority and Thakral Holdings Limited. Graeme holds a Bachelor of Laws from Melbourne University and a Master of Laws from Monash University. In 1998 he was appointed an Officer in the General Division of the Order of Australia.
