This document was authored by the then Department of Industry, Science, Energy and Resources as part of the Small Business portfolio policy functions which have since been transferred to the Treasury.

In early 2019, the department ran a consultation examining the relationship between new car dealers and manufacturers who are subject to the Franchising Code of Conduct, a mandatory code of conduct under the Competition and Consumer Act 2010.

The process led to the refinement of the policy options. The final Regulation Impact Statement are attached below.

We are now consulting interested stakeholders on the draft regulations which will be implemented as an amendment to the code of conduct. The draft regulations are attached below.

We welcome your feedback on the Exposure Draft Regulation to help us gather evidence to refine the text of the Regulation.

We will review all responses in order to finalise the Regulations for making in early 2020.
